In Rome the mother tongue is Italian. Overall, all Italians speak reasonably good English and some also speak French and Spanish.
Almost everyone who works in hotels or in restaurants knows sufficiently good English to do their job.
Receptionists generally speak good English whereas waiters may just know enough to get your orders.
Anyhow, Romans are very good communicators even when they don’t know the language. They are quite happy to help tourists who need information.
In airports, train stations, underground stations and on fast trains information and announcements are in both Italian and English.
